I have a valterra 2" valve for my grey water. Question, Can this be mounted so that the handle pulls downward? Upward is impossible and outward is in the way of the bay door closing.

They will work in any postion.
the flanges allow 360 degrees rotation on most.
or in 90 degrees if you have to take the screws out to turn the flange.

I know I can take out the screws and rotate in any direction. My question, because no instructions were included, will this effect performance or early failure?

Wouldn't it be easier to install an electric,
or cable (remote) operated valve?

The orientation doesn't affect the valves. I have seen them mounted in all postions even on the factory built stuff...

Yeah Dave, but yanking downward will mean the guy's
arm will be under the usually dripping connection... Yuck.
There goes another Rolex...

Just for the fun of asking..... Why wasn't the valve mounted
inside the bay at the tank, instead of right at the hose connection?

I have 3 3" valves in my system. the 2" sweeping Tee that I have is for a permanent macerator pump.

1 master on each tank then a Tee then and elbow and another 3 inch final. allows jockeying stuff back and forth if needed too.

I don't like to wait around for 100 gallons of grey to drizzle out... Whoosh ! :-)

I have the automatic dumpvalves, they take up quite a bit of room anyway you have them turned. Turning the valve handle down, would the stem eventually leak, i'm sure there are o-rings on the pull handle, but just a thought!
