That is the 24 volt to 12 volt Equalizer/Charger module used in RTS buses. Usually mounted under a cover in the battery compartment. It is a high current unit because the RTS buses had all 12 volt lighting and 24 volt everything else.

Worth over $500 to someone that needs one.
