What is the proper way to release the parking brake on the DD-3 equipped MC9?

Do you apply full service brakes THEN push in the release valve

OR

Do you push in the release valve THEN make full service brake application?

The placard says number one and I've seen it in the manual and postings to use method 2.

Does it matter? Does it make a difference depending on if the system has emptied while sitting?

It doesn't make any difference which you do first. When you push the release valve, you remove the air pressure from the locking cam. and diaphram. The cam may not turn away from the push rod because of the mechanical pressure against it. Full service brake application moves the push rod downward and relieves the pressure on the cam, letting it release.
