sounds like you have a governor issue and the pressure is rising until the pressure relief valve pops off at 150 PSI. That would be the horn-like sound. The governor reads pressure from the dry tank, which also feeds the brakes. Not sure about the brakes locked up or the suspensions, only thing that comes to mind is the pressure protection valve may be stuck keeping air from passing into the rest of the system, including the emergency tank so you can't release the DD3's (if you have DD3's) or the accessory system so you can air up the suspension.

My pressure went up to 150 psi when my compressor governor failed, as Brian says.

Happydays, do you have a unit number for your coach so we can see if one of us has the air schematic?

Interesting problem, no parking brake release, no air suspension, and 150 lbs of air showing on the gauge?

I'm thinking a strategic blockage, governor isn't sensing a pressure to cut-out, and with no air there, no air for the rest.

This horn sound, from where, under the front, under the back, near what components?

Does you coach sit on the ground or a paved/poured surface?

happy coaching!
