I have a problem with my governor on my bus. It won't let the bus go past 30 mph. I let my friend test drive it(he was a bus driving instructor) to make sure it wasn't just me. It's a 345 cu.in. engine, gasoline powered, with a 5 speed manual transmission. The bus itself (if you're wondering) is a 64 passenger 1981 International/BlueBird school bus. I just need any advice on how to correct this problem or the best way to remove it, in case it's beyond repair.

Just by the title of this thread I was wondering if you were dialing in from New Jersey.

We used to rip the guts out of the governors on the farm trucks but that was 25 years ago and I can't remember what we did.

the 345 and 392 international truck engines had the governor built in as part of the carburator...if i remember correctly, it works off of vacuum, then controls external linkage on the outside of the carburator... simple solution??? change carburators...

that's the same one. we used to block off the vacuum, pull the tin plate off the side and somehow tie the two linkage parts together.

Stupid question: what gear & RPM is this happening at? The governor on my friend's 2bbl 345-powered 1980 S1900 is set around 3500.

As I remember the throttle linkage on the IHC's I have worked with over the years, the throttle plates were vacuum operated. I don't think you could bypass the governor unless you replaced the whole carb.

One problem we did have with the later model gas engines is carb icing. For some reason, when IHC smogged their engines, the carbs became very sensitive to carb icing. What the difference was I couldn't tell you but the pre-smog engines never had the same sort of problem.

We found the problem to be particularly bad when the temps dropped below 50 degrees and the humidity was above 80%. Which was most of the school year here in western WA state.

When your bus reaches its current top speed, does that speed drop? Does the exhaust start to get really black? If those conditions are occurring, you may be experiencing carb icing and not a problem with the governor.

If the problem is truly in the governor, swap out the stock carb and put on a good Holley. We found the Economaster line to be a good swap. Hooked up with an MSD ignition system we were able to get as high as 7 MPG in a 72-passenger Thomas with a 345 V-8.

If the problem is with icing, all I can say is good luck. We tried a lot of different fixes, including fabricating a hose to the air cleaner that was coming through the radiator to try and warm the air up first. None of the fixes were totally successful.

I have what looks like a new carb from one of our local school buses, which I bought in a County auction lot. It is a Holley and I can check to see if it has any governors on it if you would like me to.

It will go as high as 3rd gear (don't have a tach. for the rpm's), but it won't go any faster than 30 mph. I think 4th and 5th are feeling neglected!

If it is icing, maybe try looping the heater hose around the carb? SOunds stupid, but I've actually seen what looked like OEM setups like that.

Yes, some of the stuff they did to meet smog requirements in the 70's & early 80's was pretty weird.

Robert, I know quite a bit about that governer. You can simply bypass it by disconnecting the vacum line from the distributor to the carb. Just plug the line with some type of connector. It won't actually suck air until the governor tries to shut it down. However, you can probably adjust it just as simply. Remove the band around the distributor. Inside there is a shaft with a spring loaded centrifucal weight. Turn it counter clockwise three or four turns. As I recall, one complete round is good for 10 mph. Probably the O-ring on it is leaking and allowing vacum past it. It can be replaced, although not easily. It may also be stuck. It's suppose to be movable in and out through the dist. shaft. Try to free it up.
