Thanks for help. I changed out the governor (not D-2, but Midland 18500). Fortunately, I was able to get one at a bit of a premium price since it is no longer made. The system now goes to 120 and does not give off the chattering bursts of air that I thought were normal. Also the system pressure is holding far longer than before.

needs to be taken apart & cleaned every couple of years...just wash with wd-40 or liquid wrench & re-assenble..it is part of routine maintenance on a diesel
