my 671 loses prime and is hard to start, I changed
to a spin on type fuel filter on the bulkhead above the engine. Does it need to be below the head?

Do you have a check valve (one-way valve) in your fuel line? Without this, it's difficult for an engine to keep its prime when shut down, or impossible when a filter is replaced (it lets air into the line which breaks the vacum from the fuel pump - draining all the fuel back to the tank)

If you haven't primed your engine after replacing a fuel filter like that with no check valve (fill the filter with diesel, then manually pump fuel to the filter mount) you will have trouble starting/running because the engine's pump is not "self-priming".

A check valve is a small in-line barrel shaped fitting which should (ideally) be mounted to the filter mount itself. This will shorten the distance the pump must pull the fuel.

I had the same problem on my 8V71, it lost it's prime after a few days. I went to a auto parts store and bought a small fuel pump and had it put in line along with a check valve. This let me prime the engine anytime I need to, and I need to every few days (after it would sit for a few days). Mechanics couldn't find the problem, so I called the mechanic supervisor at Detroit Diesel service in Las Vegas. He said have a mechanic put air pressure on the fuel system after the valve covers are removed and the leak will show. When this was done three fuel rails showed leaks (only under pressure). We replaced the three fuel rails and I haven't had a problem since (over 6 months). If all else fails you may want to try this. I think we put about 35 lbs of air pressure, and you must stop off the return fuel line.
