my neoplan has a minor gauge issue. the speedo, water temp, and the fuel gauge dont work. they are pegged at empty, 0, and cold respectively. the rest of the gauges work.

would that be a sender or a ground causing them to peg that way?

Not impossible, but not very likely that all three gages just happen to have the same malfunction since they employ separate sendidng units. I would look for a problem that could be common to all three - possibly ground at the gages, but more likely the power source to the gages may be interrupted. When you first switch on the ignition system check to see if you can see any gage movement at all - even a slight blip, momentary or otherwise. If not, you may want to check to see if power is getting delivered to the gages, and that they have a good ground.
