It depends on how bad they are. I learned this method from a guy who sold Busch Polish & polishing equipment at a BB rally, and it works well:
He started with 400grit paper on a DA to take out large gouges and damage, worked with some red tripoli rouge and a high-speed wheel to bring it to a moderate polish, and used the Busch polish to bring out a mirror finish. I bought some of his stuff and made my wheels look like mercury, truly a great way to turn your face and hands black but the wheels look better than new. He sells a really nice cable drive that connects to the output shaft of any cheap buffer and many kinds of wheels large and small, round and conical, you get the idea. Also adapters for buffers and drills (my drill doesn't spin fast enough). I can't remember his name but his number is 704-878-2067. Tell him that a guy from the BlueBird rally gave you his number, I want to keep him going back there so I can buy more stuff!
