OK guys, here's the deal. Under the dash of the "ole 04", there is a handle that looks like it might be connected to a fresh air vent. Going down the road I can push it forward or pull it back, and it doesn't seems to do anything (letting air in).

It's not a big deal but, I'd like to know if it was originally a air vent.

Yes it,a a air vent conrol handle.If you remove the front triangle looking plate loated under the front windshields in the center of the coach the air intake grill is located there.
Your air intake might have been sealed off by a previous owner.
The air was designed to come out through the defroster outlets and the small vent next to the drivers accelerator pedal.
