What causes a "blurb" of oil to blow out of the governor housing dump tube on a 671 when starting when it is very cold. Just started doing it, I think!

That is a breather tube, and there should not be "blurbs" coming out of it! Is the "blurb" black oil, or a milkshake-like substance? If it is thick and gooey you may be getting water in the oil. Look at your dipstick and the cap where you put the oil in and check for moisture. If this isn't the problem, it may be excessive crankcase pressure coming out the breather.
