Have to replace one rad on my bus should I do one or both and where I don't run the bus in the winter should I re install the shutters or leave then out.

Barry -

Best to do both, no sense asking for problems from the other one down the road.

Properly working shutters help bring the engine up to correct operating temperature year-round. Your choice.

Make sure your seals around the radiators and the access doors are in good shape. You want all the air being pulled in by the squirrel cages to go thru the rads, not around them.

I am destened for the same fate in the near future. My MC9 needs both radiators and shutters gone through. My thoughts are if you have to drain the system to replace one, do you want to drain the coolant and replace it again for the second?

Shutters not only help the engine get up to temperature, they also help with fuel economy by reducing the blower horsepower requirement when cooling is not needed!
