What is the best method to get minor scratchs out? I had a wheel fall over, a front polished bud, on concrete and it scared a lot of the edge of the bud above the lug holes at the curve of the wheel.

If the scratches are shallow, a buffer wheel and rouge/buffing compound will work. Otherwise, you'll have to use a D/A (dual-action) sander with sandpaper. Courseness varies, depending on the depth of the scratches. For example, when I decided to polish some "brush-finish" stainless steel, I had to start with 50-grit (!!!) sandpaper then go to 80, then 100, 220, etc. Those "brushed" sanding marks are astonishingly deep. Just keep working it until the scratches disappear and you have a polished surface again. It just takes time and elbow grease. :-)
