You might want to check the neutral switch in the transmission as well if you are running an automatic type. If you have a rear start switch try it and make sure it is in the "front run" position for starting up front. Bill

You need to post a little more info like what type of bus is it stick or auto? What model bus?
Some with the same bus can help better.
In a GMC there is about 5 or more things that could not let it start if any one is bad or not set right it will not start , Some are there so you dont run your self over.
You need a helper with a meter or 40 foot test light.

Check if power is getting to the coil when you hit start if so look and see if power coming out going to the start motor. This will tell you where to start looking.
Dont hit any thing with a hammer thats the hillbilly way to fix things.:-)

Since the starter will attempt to turn when u manually engage it it sounds as though you may have a bad ground, as Gary mentions, which is preventing full power thru the solenoid, which u indicate is energizing. Another possibility is cabling to the solenoid from batts or the solenoid itself (pitted or burnt contacts and disc). Last year I had to replace a fairly new solenoid that the contacts burnt severely on due to a bad cable cable ground and bad cable feeding it.

Tapping it (not w/a 5# single jack) lightly would make the solenoid engage, so that is not necessarily a hillbilly method of at least pinpointing the problem, just a little more simple than testing cables and connections with a meter.

I will go along with Two Dogs tap the end of the starter with a small hammer, do It right on the part that Is protruding on the end of the starter
If that don't fix It up rebuild the starter

I almost forgot, Let someone be trying the starter while you are doing this, If you are taking the Bus ( don't shut It off while you are on the Rd. )

Im trying to decode what your saying

"i put test light on power at starter , ok
light to the starter switch wire, it shows power
i pushed the manuel lever on the starter and the gear moves but NOT spining."

Before you do any thing make sure its in nutral!
If you have power on the large cable.
Do you have power to the smaller one when some one hits the start button? The selonoid should pull in even if the starter dont turn.
If you have power to both and you test light is grounded to the starter and it stays lighted on both big and small wires when you hit the starter switch Its a good bet the starter selonoid is bad. But the starter should turn if you push it in by hand.
There is two different things there and one or the other should work even if the other is bad .

If your going to try to push it in by hand try turning the motor over by hand a little the starter teeth may not be lining up with the fly wheel making it so you not push it in far enuff to engage the contacts to spin the starter.

I dont know how close the wiring is to a 4108 or 4905 the starter wont work :
If its in gear , if there is fuel PSI ,engine shut down for high temp low oil low trans oil or letting it time out before it starts need to wait with run switch off before trying. Rear start switchs not set right.

Any one of them could have a bad switch of relay stoping you from starting.
But one jumper wire to the starter solenoid should make it turn over.

Check you wire connections they could give you bad reading and not give the power to make the starter work.
