Can the 671 be inspected for rust in the cylinders from some kind of inspection plate on the side of the motor or in some other way? Motor has set for most of last 8 to 10 years?

While it's possible to look thru the air box covers to see the rust it probably isn't worth the effort. Count on rusted cylinders if it wasn't properly prepared for storage it's there. Count on an overhaul in a few thousand miles. Also if the bus has sat for that long count on wheel bearings having flats and needing replacement too. Tires, hoses, airbags, window gastets are other things to look at, sometimes age doesn't cause degeneration but it usually does. My bus sat for over 10 years and I've hopefully found & fixed the worst.

Try filling the crankcase to the top with a 4:1 mix of engine oil & Liquid Wrench, with the cylinders filled with Dexron ATF, & letting it soak for a few weeks. With no compression, turn it by hand a few times with a wrench every day.

It may not help, but you don't have a lot to lose if it doesn't. Not a DD, but I saw a Ford 361FT that had sat (outside, after simply being parked & left there) for almost 10 years get a good ring seal after doing this. ~20,000 hard miles later, it's still running fine & not using oil.

pull the valve cover off and look ... see how "rusty" it is underneath... chances are--some--.... you can also pull the air box covers off and look inside the cylinders... chances are--some there too--...but ive pulled engines apart that have set for 7-8 yrs, and it still had oil on top of the rockers... and ive pulled covered-up engines apart that have set for 6 months and they had rust..my opinion???....RUN IT....what have you got to loose??? so it smokes... fix the leaks...oil is cheaper than an overhaul... do you really plan on overhauling it anyway??? probably not....be honest with yourself... are you willing to spend the $$ for an overhaul????..... RUN IT....

Just get a 1 1/2" socket on a 3/4 ratchet and see if you can turn the engine over at the cam pulleys. If the cylinders are rusted the engine won't turn.

All good advice. My experience is if you get the 6-71 running it will probably go many thousands of miles before you need a rebuild. It is a great old tough engine and even when in bad shape will run good until something goes out the side of the block.
Just keep up the rpm they don't like to chug.
