Just got back and thought I'd let ya know what the problem turned out to be.

Problems where:
1. it wouldn't idle down.
2.it wouldn't hold it's rpm's when we held it to a certain speed.

Answer: a worn bearing in the governor on the shaft that comes out toward the front of the engine.
